Says I'm missing Agra Crun and Uzdabikh's hel but I'm really missing Armlet of Torug and Coldwin's skull.
And I havn't found a way to submit a ticket

This is a known issue that will be addressed in a later update. The Elder Scrolls Online's Customer Support is not able to give or restore in-game Achievements.
