I somehow have access to Western Skyrim and all Greymoor content, despite not owning the Greymoor DLC. About a week ago, February 25th I think it was, I had purchased the Greymoor upgrade, but I had gotten a refund (and I have confirmed that my money was refunded) after only about an hour due to regretting the purchase. But last Thursday I noticed that the Solitude docks wayshrine wasn't greyed out, so I tried teleporting and I found that I could enter Western Skyrim and even start quests there. I felt it was the honest thing to report this bug, even though I could probably have benefited from the free access if I kept it to myself. I don't want to risk a ban by taking advantage of it if the devs realize I shouldn't have access.
