This is a huge nerf for already below par Mag and Stam Plar’s.
I think burning light should proc off all Class damage abilities, it would be a simple fix for anyone who wants to slots something else, other than jabs.

From how it's stated in the patch notes, they are giving us more time to get in hits towards the "four hits" condition that procs the passive.
"Burning Light: This passive now has a 3 second window between each stack, rather than a 1.1 second window, to reduce the cadence in which you must consistently attack with an Aedric Spear ability."
If anything, this would seem to allow for what you're going for: the option for people to use non-Jabs abilities at intervals up to a maximum of 3 seconds between each hit.2 -
