Top bar on this web site flickering to the point of being unusable

I am certain this is not the correct place to post but I just can't find where I should post it, so please one of the Dev, can you move it to the right spot.
The problem is this web site. That black bar up top with Categories, Dev Tracker etc is flickering rapidly, making this site unreadable for me. At first I thought it might have been a graphics card problem on my PC but have logged into a different computer and the same thing is happening.
Really hoping someone can fix this fast as I can only bear to look at the site for less than a minute. Thanks, and I do apologise for likely posting in the wrong spot.

with a couple of efficient workarounds.
- use an adblocker to get rid of the banner
- adjust your zoom higher or lower until you find a position where the banner doesn't flicker anymore.
Still hoping that ZOS fixes this annoyance soon(tm).

PrimusNephilim✭✭✭✭✭It happens on my home lap top where I'm using Chrome, At work I'm using Firefox and don't have this issue, both computers are using window 10. When I get home tonight, I'm going to log in using Firefox and see if that stops the flickering.0

The issue appears to be related to the resolution your PC is currently using, with higher resolutions not encountering the issue as often.
