Some of my characters can bind combined-key, while other characters cannot.. what am i doing wrong?

Some of my characters can bind combined-keys (like SHIFT + A, CTRL + K),
while some others cannot: If i press SHIFT + A, the game recognizes only the last keypress, in this case A
Strangely enough, for the chars which cannot bind combined keys,
(1) left mouse click + right mouse click works,
(2) gamepad combined-bind like LT+A, LB+B also works,
I removed all add-ons and mods, but the problem still persists.
Please help!

Try running a repair through the ESO launcher before keybinding again. Please let us know if this makes a difference or not.The Elder Scrolls Online: Tamriel Unlimited - ZeniMax Online Studios
