Gap closers broken in IC

With the IC event starting up, and no server maintenance prior, expect performance to be very bad.
With that, prior to the event, gap closers in IC are not always functioning. For hours at a time Toppling Charge is greyed out as if my target is out of range. DKs have reported Leap doing the same. Are you serious ZOS? [snip]
