The true source of the problem (in my opinion):
1. North American servers are handling only Continental Americas.
2. European servers are handling the rest of the World (incl. EU, RU, TR, Arabian Peninsula, Asia-CIS, Far East, even AU).
Therefore require perhaps triple times more resources that are not granted. And now players are guilty of it.

not sure how this is the true source of the problem? both servers have severe lag issues on the primary servers people play on during prime time and beyond. so both servers are a problem - not sure how the regions they serve has much to do with that.
aoe abilities are the problem, gathering data to address them seems sound.
that said, one of the proposed solutions (increase cost of aoe) seems like it will do nothing to the groups causing most of the lag, while the other (cooldowns) is a terrible solution gameplay wise.
