Purchased Greymoor on Steam but I'm still being asked to upgrade in game (Edit): Solved

I linked my Steam account with my ESO account and then purchased the $60 version of the game that included the base game, Greymoor and all previous dlc but when I log into the game it asks me to upgrade. I don't have a code because Steam doesn't give those out and I don't want to purchase it again. I'm not sure what to do. Apologies if this is in the wrong spot.
