Greymoor Pre-Purchase Fulfillment Error

So I was attempting to pre-order the Greymoor chapter and got an error telling me my Billing information was incorrect, however I still received a confirmation code for the order & it still appears in my billing history with a Fulfillment Error caveat. Does this mean I've been charged without receiving the product? Have I not been charged and I should try again? Should I Just wait it out & see if it goes through?
