I play on EU servers. Looks like graphics error.

    Do you have a screenshot or video showing what the blurring looks like?

    Did this start happening recently?

    The first step you should take is running a repair through the ESO launcher which can help if the problem is with corrupt game files.

    I was not able to reproduce the bug later, so it might be related rahter to my GPU or a driver.
