(STEAM) Twitch drops and issues with linking accounts. Looking for some help plz.

Originally I had my accounts linked with no issues but my Twitch account was hacked and I eventually got the account back but dis-activated it as it was not safe in my opinion. Well I have a new Twitch account and it is going well but when I first went to link it to my ESO account it appeared fine and was shown linked on both ends. I never received any drops though even when linked. I never got the mount and crates from E3. I watched this weeks live stream and didn't relieve any drop so I went to double check my accounts and they where no longer linked. So I try to link my Twitch account and it has been giving me a try again later or contact support for over the past 24 hours. I went to open an online support ticket but do not know which options to follow to create a proper ticket to ensure I can get this resolved.
