Hail or Caltrops stops working in a Parse Ps4/NA

It happens randomly during a parse and only fix I've found is to dodge roll to get them to fire again. Makes for poor parse numbers obviously and it's impossible for me to get a complete on any dummy larger than a 3mil. On a 21 Raid dummy it stops about 4-5 times.
It seems to be only on my Stamden, though I have friends who have it on their other Stam toons.
I'm hoping there is a simple fix as most guilds no longer accept 3 mil parses for Stam toons.
