My Stamina Necromancer Completely Bugged Out

Won't mount up when I press "H". It tells me I can't mount here despite being in the open world. He then appears to be stuck in sprint mode, without pressing the "Shift key" and the sprint meter does not drain. Block indicator remains up even though I am not blocking. He will not swap weapons (2 hand/bow). But if I bring up the skill menu, the bar will swap but still not the weapons. These bugs start up after a few minutes of playing this character.
Level 50, Khajiit, Stamina Necro with 2 hand/bow.
Neither /reloadui or /stuck fix this issue. Logging out and back in does not resolve it either. Nor did changing zones.
I am not experiencing these bugs on any other characters, including my magicka necromancer. But as is, this guy is pretty much unplayable.

Its more important to fix a lighting in an elsweyr home than fixing the actual real issues!still 90% of reported PTS bugs in the game.
