PC crash when changing to windowed (fullscreen)

I recently changed ny game from windowed (fullscreen) to fullscreen. Now when i go to change it back to windowed (fullscreen) the PC freezes and i have to hit the reset button on my PC. Sometimes it happens when i exit the game too. I have a monster PC and no issues with any other programs. Is there a way to edit the usersettings.txt to enable windowed (fullscreen) from there? Anyone else have this problem?

ZOS_BilladminYou can edit the following line in your usersettings.txt file to enable windowed (fullscreen) mode.SET PreferMaximizedWindow "0" to SET PreferMaximizedWindow "1"
