Can I use my steam version account of ESO to non-steam version of ESO? I plan on buying the game and the new expansion OUTSIDE of steam, so as I said can I use my steam account with it?
and if I buy the game how do I activate it?

If your version of The Elder Scrolls Online was not purchased through Steam, you will not be able to link your Steam account to your existing ESO account without purchasing a new copy of the game on the Steam platform first. Each Steam account can only be linked to one ESO account.
