Cant install the game

I got stuck in a never ending loading screen and had to shut the game down through the task manager. When I tried to restart the game it prompted me to use the repair tool. The repair tool gave me and error and would not function. So I uninstalled the game and am trying to reinstall but the installer is stuck on "loading". Suggestions?
