"Where Loyality Lies" quest bug

Hi,
During "Where Loyality Lies" quest in Wrothgar I've encountered bug. When quest asks me to "Talk to Lady Sovelle" in Smuggler's Bolt, she is not there. I have tried restarting and waiting few days. I'm attaching screenshot:

✭✭✭✭✭If you followed the stages listed below, and did all the events, she should be there

If that is the case, then do a /bug in the game and come back to the quest later. It is a side quest and there are enough quests to get the Adventurer Achieve for the Title you want if you don't do this one.Enjoy the game, life is what you really want to be worried about.
