A kid being bullied in school doesn't have that option, he has to go to school. Also someone being bullied in person has the possibility of being physically harmed. Surely you see the huge flaws in your analogy. You have complete control with who you interact with online.
I am not defending anyone actions, but rather pointing out a very obvious solution. If people choose not to take action by placing the person on ignore then I would wager it must not of been bothering them very much.
There is a reason most game note that they can't place a rating on online gameplay. But nearly every game I have played place the option in the players hand, by allowing them to ignore/ block the person. If you choose not to that is on you.

No, actually, it is not. This will not make them "go away", this will only make them move on to someone else. You are doing the community a selfish disservice every time you do not report offensive behaviour, and instead only block/ignore the offender.Blocking, ignoring, and muting the offensive dweebs is a perfectly viable way to make them go away.

The analogy wasn't great but think of it this way - by reporting them and hopefully getting them banned you are actually doing them a favour in that they will learn in a non-critical environment that being a [blank] results in you getting removed from the group, much better that they learn this by being banned from an MMO than by being fired from a job, getting punched by a stranger or being sued for libel in the real world

By all means, report serious. Some people need a reality check and certain things are just not said, anywhere. But save that for serious cases. Reporting every person who talks smack in a game is just going to end up in the "crying wolf" category.
