Is there any way to recover a dead guild?

I had played since beta and stopped playing for about 6 months. Came back and one of the active guilds I was in was completely dead. The guild master had left and promoted someone else to GM. That player has now been offline for over a year. Is there any possible way to "steal" guild from the obviously long gone guild master?

ZOS_AlanGadminPlayers who find themselves in a guild whose Guild Leader is no longer active are invited to elect one member of their guild to contact our Customer Support team so that we can assist them with this issue.
