Some suggestion (AVA one...and some randoms)

A few suggestions. Not really a solid theme, but little things from this and that.

First off, AVA.
The biggest pain in PvP are those pesky Zerks. For this i have a suggestion, coming in two forms.
An "Assault" Active and a "Support" Passive skill.

Lets begin with the Active:
"Pressure Field"
A ground targeted AOE attack which counts your enemies.
If more than 10 enemies are within the skill's area at the same time the skill will be triggered, dealing damage to all players inside.
Range: 28M
Radius: 15M
Duration: 5 minutes
Damage dealt: (100% Weapon damage + 100% spell damage) multiplied by The amount of players within the targeted area.
You can safely walk with up to 10 players over this AOE, once player 11 enters it it will trigger.
It possibly won't kill the complete zerg, but at least it will thin it out.

Morphs:
"Rearming Field"
The basic mechanic works the same. If more than 10 people enter the area it will trigger the damage.
Added features:
- Duration 10 minutes.
- Once activated it will take 15 seconds for it to re-arm itself (only happens once).

"Venus Flytrap"
The basic mechanic works the same; If more than 10 people enter the area the skill will trigger, doing the following:
- All enemies within the area will be drained from their Magicka and Stamina, which will be kept at 0 (potions and regen won't work).
- All enemies within the area are rooted for a duration of 15 seconds.
- Any new enemies that enter the area will get the above two effects applied to them.
- After the 15 seconds the damage effect will occur, on everyone trapped inside the "Venus Flytrap".
(Damage will be: (100% Weapon damage + 100% spell damage) multiplied by The amount of players within the targeted area.)

The Passive skill:
"Allied counter".
Comes with the "While in Cyrodiil" prefix.
Tier 1: This skill will count and display (among the buffs), how many players are within a 15M radius of you.
Tier 2: It will display a secondary buff, which tells you how many players are within a 25M radius of you.

Some Random skills:
Siphon Spirit (Restoration staff)
Make the "Return Magicka" effect increase based on the rank of the skill.

Constitution (Heavy Armor)
Half the time between for the Magicka and Stamina Return for both rank 1 and rank 2 of this skill.

Rapid Mending (Heavy Armor)
Increase the effects of this skill (rank 1 and 2) to 1% and 2%.

Accelerating Drain (Vampire)
Remove the stun from this skill and make it so you can use it multiple times against a single target.
(They already have a speed buff)

Trap Beast and morphs (Fighters Guild).
GREATLY increase the damage of this skill.

Blood Altaar and Morphs (Undaunted).
Make it heal players within its area rather than giving them a health regen buff.
(There are already enough regen buffs, and since they don't stack....)

Restoring Aura and morphs (Restoring Light)
Add the "Major Vitality" buff to the effects.
(Same footnote as the previous skill)

Mending-The-Wounded, Aldmeri Dominion, Templar.

    You want zergs/trains to start splitting into 10-person sections (or use 10-person pug sapper-groups)? This is how you're doing to achieve it - and for your own detriment (since they'd be wide-spread to the extent that won't allow you to avoid them and/or disengage - and now you still can since they're a small line on the map).
    The Passive skill:
    "Allied counter".
    Comes with the "While in Cyrodiil" prefix.
    Tier 1: This skill will count and display (among the buffs), how many players are within a 15M radius of you.
    Tier 2: It will display a secondary buff, which tells you how many players are within a 25M radius of you.
    Lools. If Caltrops and Flare's not enough for you, this skill wouldn't save you either.
    Some Random skills:

    Make the "Return Magicka" effect increase based on the rank of the skill.
    Elemental Drain.
    Constitution (Heavy Armor) / Rapid Mending (Heavy Armor)
    Increase the effects of this skill (rank 1 and 2) to 1% and 2%.
    Heavy Armor is already too good post-1.6, if I'd expect any possible balance changes it would be rather nerfs than buffs.
