Check your XP as you turn in New Life quest. It will start out high then bottom around 26k-27k

    Yes, when you start out you have the enlightenment 4x bonus, once you've earned 400k xp (or more if you haven't logged in in a few days) then you'll be getting only the event and scroll bonus xp. Base xp for the quest is around 5.6k, so 11.2k with the event double xp, 26-27k with a 150% scroll on top sounds correct.
