Chars failed to load

One of my friends tried to login multiple times and with multiple chars. He can login in NA but not in EU. He tried reinstalling the game multiple times and restarting the router. I see him coming online and when he gets the error I see he logs off. Does someone know how to fix this? All help is apreciated.

ShortTripToHell✭✭✭Failed to load character, make sure you have a valid internet connection. Which is weird as NA works.0
