It's no secret the overland in this game is far too easy.
Without making it near impossible for new characters, I feel that doubling the health of all overland mobs will be fine as it will just make the game slightly more interesting when questing.
I miss the days back pre-One Tamriel when the Cadwell's Silver and Gold Zones could give you some trouble to navigate, but that won't work with new characters running around. Though, it would be nice to visit these zones as a Veteran Level variant and actually have to fight your way through the quests again.
