Shaman Rezzutum never spawning in Silorn dungeon

I was running this public dungeon this evening and spend 30 minutes waiting for the boss to spawn. This doesn’t seem right since all the other bosses were spawning on a predictable timer.

    What server are you on?
    The bug should have been fixed on PC in the latest patch, so if you're on PS/Xbox I'm guessing it's going to be fixed in the next patch.
