Why do they lose stacks when I log in, or when I join battlegrounds? It should be removed when I crouch, go invisible or remove item.

✭Changing instance removes all stacks. Otherwise you could start any instanced content with full stack which causes balance issues.1 -

Per that thread, a dev confirmed on an ESO Live stream back in 2020 that the removal of stacks on death was intended.0 -
