Vvardenfell completion bug

I was at 7/7 zone story completion in Vvardenfell earlier and suddenly I’m back at 5/7. I have the achievements etc
Anyway no big deal, used the zone guide to redo these two quests but I can’t, the zone guide tells me to go speak to someone who’s now invisible
