PS/NA Can't Log In. "connection to server timed out."

I, and some people in my guilds, can't currently log in. Those folks who are already logged in are are fine."

I can get to "Game Startup" Screen, where I can select my server. There it says "cannot retrieve announcements."

I tried both on my home internet (fiber) and my cell connection (T-Mobile). Both got the same error.

I CAN log in just fine to PS/EU.
