BUG: tormentor agony and stampede not working properly

I use stampede to AOE taunt with tormentor, when i arrive at target and pull with rushing agony, it seems that the instant AOE effect of the stampede isn't always procing the tormentor onto the pulled mobs. I see this when mobs instantly roll or dash away and attack the DPS or healer after getting agony to pull them in. They should be stuck on me with taunt. This bug has appeared since the necrom update.
