Huge Ping Spikes and Extreme Lag! Internal Errors. Did our PC EU hamster die or is it just tired?

What is going on? After maintenance this game has become unplayable. Every 2-3 minutes there are huge ping spikes. Sometimes game crashes. What happened to the servers? We need an explanation.

The latency spikes seem to be tied to certain instances, I was having them in Vivec City for instance, but ported to a friend who was in a different instance of Vivec City and it was fine.
Happens in dungeons too - experienced it today in CoH1 for example.
Also other weirdness going on, I am currently on an instance of The Reach where the Harrowstorm is 'stuck'; all the environmental effects etc are on but there are no pikes or enemies, and once you enter the area you are stuck in combat until you quit the game, no amount of ambling around the zone gets you out of combat.0
