Dragons are not spawning in No Elsweyr

Been waiting at different locales for the dragon to spawn and actually land for 25 minutes now. Any word on when this will be fixed?

Lixiviant✭✭✭✭✭Correction: 1 dragon in one hour. If you move to another spawn area they simply don't land and fly off into neverland...0
