Recall of Galen Wilds. Exploit or Intentional?

So I am using the new Recall of the Galen Wilds, and there is no longer an increase or cool down for the gold used when recalling right away again. I first recall to a wayshrine for the lowest amount of gold (135) and I can immediately right after recall with it to another shrine for the same amount of gold. The gold amount no longer goes up. Is this intentional, or a bug?
