I did not get this error previously to Firesong update and was able to modify without issue.
Since this latest update, I am unable to modify any guild member roles nor am I able to add
or delete member titles.
OS: Windows 10 (Latest updates)

ZOS_BilladminAn issue with modifying guild permissions was resolved in an incremental patch on November 14th, 2022. The thread will now be closed since this issue has been fixed.The Elder Scrolls Online: Tamriel Unlimited - ZeniMax Online Studios
