Likely shelved or they're awaiting the console release.

Either way I wouldn't hold my breath for anything meaningful. A day late and a buck short.

It's my guess that they may be withholding it in order to word it more carefully than they did the Account Wide Achievements Q&A that went over like a lead balloon. At least, that's my hope. I'm holding out for something better than ZOS telling the community that they're "just confused" about what they really want. I'm almost wondering if they held it back until after the update dropped due to the way their last Q&A only fanned the flames of player anger. Unfortunately, outside media chose to portray players against the change as the bad guy during that debacle, when the outcry was completely justified.

Although I am largely unaffected by these changes due to my chosen play style (I'm not exactly thrilled with the templar changes) I have every sympathy for the way the players who are affected are being treated, because it's a haunting echo of what happened during the battle against AWA. Changes were tested, feedback was largely ignored. And you guys didn't even get a decent and timely Q&A.

Here's hoping ZOS delivers.
