Achievement "Isobel's Favor" bugged - NO ONE can complete it

The task "Accept a Duel" on the achievement "Isobel's Favor" cannot be completed.
This has been confirmed by several other players. This, in turn, affects other achievements that include each other for a total of 75 achievement points that can not be acquired.
