Chance for Peace quest don't give Diplomat Deck fragment

Hello
I finished the last main story's quest 'A chance for Peace" from High Isle chapter and didn't receive the fragment for the Diplomat Deck. Is it a bug?

Scaletho✭✭✭✭✭Please I need some support regarding this problem. I finished the quest "A Chance for Peace" and still the Diplomat's Ansel fragment was not unlocked! ESO ask us to send bug reports here, but we need at least the acknowledgement of it.
