Question about Sony's Updated PlayStation Plus Plans

Under the PlayStation Plus Premium plan, it says "Customers can stream games using PS4 and PS5 consoles, and PC". I play ESO from the PS4 console, if I subscribe to this plan, would I be able to play on PC from my PS4 account?
