interesting but seems a bit over budgeted. 1000 every 1 second as a base is too huge, when 1000 buffed is small, but alright if it has a strong additional effect to make it useful like you've listed here, however this seems a bit too strong. In terms of frost DoTs this would buff icy rage, ice comet and northern storm to a god tier degree. i think you'd see alot of people running icy rage with this. but at the same time you'd also have a super charged winter's revenge which is already a very good DoT. seems pretty strong. what about instead experimenting with extending durations of aoe frost DoTs?

the only duration extention skill in the entire game is the werewolf ultimate as far as i'm aware. so it could be pretty unique.

no, it doesn't increase duration while a skill is already active, it just increases the duration at base.
