Win 7 game launcher freezing

I cannot run the game on my pc, Steam or not Steam is not work even with full UAC off
The instaler just freez on first run after instaling direct x and CC++

Win 7 sp1 64 bit, 12gb ram, AMD FX 6300 six core 3.50GH, NVIDIA GeForce GTX 1050 Ti
