Cannot get the launcher to load

I kept getting "patch manifest" error when I would try and start up the launcher. I decided to try and do a clean install, so I uninstalled everything and attempted to re-download the game. Now, the launcher will not load completely-all it shows is the boarder and it says Loading...
I cannot use the direct game launch because I need the new patch-I cannot get the new patch because the launcher will not completely load so I cannot log into game at all. I cannot even run a system diagnostic because the launcher is not operational. Please advise.

nomadwarpSoul ShrivenI had all the same things happen running Win 8 and did all the same things. Nothing worked. Took me two whole days and missing the end of the Witch's Festival but I got everything to work again by doing a complete new install of Win 8.1 on my gaming laptop. I didn't really want to have to do that but this game is my main hobby.
I even tried installing the game on a potato running Win 10 (weak slow tower with great storage space) but the game crashed every time I tried to run it.1 -

blindhawk333✭✭I discovered I was missing one single update for microsoft. Once I completed that and did the FixIt app, I was able to complete downloading the content and after running a repair, it runs like a champ now! Thank you everyone for the suggestions and hints.0
