Is there a fix for NPCs with no voices?

The last posts I saw about this were in Summer 2020. I am having this issue for the first time. Some NPCs don't have voices, which is difficult when they are speaking during a battle and I'm missing clues. (These are quests I've played before, so I know someone is supposed to be talking. Tried turning on subtitles for NPCs, but none came up.) Didn't see any answers posted to the 2020 thread. Is there a fix? Relogging, repairing, etc. have not fixed the issue.

Thanks for the response. I have no add ons, so that's not the issue. I tried another repair and that seems to have done the trick, but the other threads suggest it may not be consistent. I'll post again if my 2nd repair did not solve the problem.

That second repair has fixed my issue. If you're experiencing missing dialogue and have done a repair already, try another one. I could tell right away that it might work because it was downloading more stuff. And the second repair didn't take anywhere near as long as the first, so you might get lucky like me. With the OP issue fixed by running a repair of the game files, we will now close this discussion going forward.
