I do not see this as solving any problem as players would want to customize the appearance of their characters in the manner we can now. So having a bunch of characters running around in a polymorph of the same Bretton or a High Elf is not likely to quell the discussion.

Well, the idea would be that it would just change the appearance to say like when you do a race change to the same settings as you have but different race... And the rest of the settings. Ie outfits/armor could be changed in the same manner

These kinds of skins would use your current character creation selection but adapt it to whichever Race/sex combo you earned. These skins can have a slight shimmer effect to allow players to see that they are a Magicka created Illusion. That would give them 12 new skins to release over a year period once per month. Or 2-4 per cycle if used in dungeons/trial rewards.
It also gives players a chance to have Playable races with other racial passives, for example Orc with High Elf passives (truly a Elf using an Orc illusion). Which opens up a whole new “play it your way” experience.
These skins would fall under the acceptable levels of what the OP desires I expect.
Also they can be used as a “Mortal skin” if the same race/sex used it to cover up Vampirism. Example a rank 4 Redguard Vampire male used the illusion Redguard male skin and he would look normal (with a shimmer due to illusion).
Well instead of doing this how about they add selectable racial passives, and make the race purely cosmetic? I mean you will look like the race of your choice but you can choose one set of the current race passives for your character.
I think this will not happen though they overhauled the race passives once in the past and awarded race change tokens to everyone so due to that i do not expect anything to change on this matter.

Maybe it's just that I also play D&D, but I always wonder if these are the same sort of people who ask their DM if they can get all the bonuses of their racial choice with none of the penalties. Seriously, the debate between ideal stats vs the character you want to roleplay is at least as old as pen and paper RPGs.

You'd be generic argonian or khajiit #1, it'd be quite obvious, no customization what so ever, like every other polymorph.
'Free' skins and polymorphs are available in game and with endevours you can now get a crown store skin or polymorph, if they're available, you just have to save for them.
They may not be exactly what you want, but they are there.
