ESO Launcher still running even when seemingly visibly it is closed

So sometimes when closing the game and then the launcher. I see in the bottom right corner the symbol for ESO. However if I open up all the symbols for stuff still running I see ESO there. Sometimes it's 2 symbols sometimes 3. The most I've seen is 4.

This gives me the impression that either the Launcher is still running even when I close it and it only "fully" stops processing when I check up on programs still running with the arrow on the bottom right on windows that shows me different programs running in the background.
