Any fix for "An error has occurred, please try and login a few minutes later"?

My friend recently bought the game and has been not been able to play for more than 15 mins at a time since he repeatedly gets this error and is kicked to the log in menu. The only place I could find on the website for a fix is disabling add ons but he doesnt have any and we've already tried repairing and uninstalling and re-installing several times. He tried sending a ticket but he says its been over a week and hasnt received any word back and he doesn'y have any experience with forums so I'm trying to find some help on here to help him. His support ticket is 200505-009494.
Thanks for any helps you guys can give!

    Make him restart the PC, and also to configure the eso64.exe to run as admin.
    Also, he may try to delete the ShaderCache.cooked file on Documents\Elder Scrolls Online\live.

    Sadly the shadercache fix didnt work and for some reason he wasnt able to use the 64 since he has a steam log in but thanks for the reply!

    eso64.exe is a file located on TESO client, he just needs to right click on it > Properties > Compatibility > Change settings for all users > Tick the "run this program as admin" > Ok > Ok.

    That way, the game itself will be running with admin privileges.

    I have another one to try! Make him delete the file UserSettings.txt located on Documents\Elder Scrolls Online\live.
    PS: It will delete all ingame configs, so, better to CUT it to the desktop, rather than deleting it... just in case.

    I have had this problem for like 2-3 months now. I keep reinstalling the game hoping it will stop, but it keeps logging me out for no reason. I play so many online games and I have no problem with them, so it's not my fault. I have literally looked in every single forum and tried all the solutions in the FAQs, even tried opening 2 tickets, but the responses I get are just the same FAQs over and over. Just today I reinstalled the game and tried to play it. Didn't last more than 15min ingame, so I'm uninstalling it again. If your friend ever finds a solution please let me know, because I want to play this game.
