A couple of cloaks that looked terrible.
Forgive me for not including something so integral to the Elder Scrolls as a couple of shoddy cloaks.
Arena, no cloaks apart from NPC's.
Daggerfall, a couple of crap looking things.
Redguard, no cloaks.
Battlespire, no cloaks.
Morrowind, no cloaks.
Oblivion, no cloaks.
Skyrim, no cloaks.
Do you see a pattern?
I have played them all.
Cloaks have never been important ..... ever.
Cloaks are a physics nightmare that would both kill the framerate with many people on screen at the same time and provide a ton of clipping issues.
Alternatively, you could have a static cloak, WoW style - but that would look silly and stick out with semi-realistic characters.

Again, OPINION. No one said you would have to show it on your character, Just like we have the hide helmet option.
I'm glad there are no cloaks really, I've yet to play a game where they're rendered at all well, there's always texture problems or clipping with backpacks, weapons etc. which to my mind makes them look silly.
I guess the 'genre' would make one expect to have cloaks but until a game engine comes along that can render them without horrible rendition glitches then I'm happy for them not to be around: sure, some games allow you to hide them but unlike helms I see no positive reason why one would want to, it's there simply to hide the fact the game can't show them properly.
