Not ESO related, but ebony?!?!

I've recently started replaying Morrowind (had it since original xbox, whadda game!)
Caldera is an imperial made town, mining for ebony, how is it that no imperials in the IC have access to ebony armour/weapons in oblivion but the random mobs do?
The same with glass, the main deposits come from Vvardenfell, so how isn't this stuff sold expensively in the Imperial City in Oblivion?

    I'm aware it's OP gear (near to daedric level), but before the great war ebony should be abundant, expensive but abundant

    It is abundant, but unfortunately all of the shipments from Vvardenfell were waylaid by bandits. Why do you think all of the outlaws in Cyrodiil are decked out in glass and daedric (which is specially processed ebony)?

    (Agree with Partomax here, though--this isn't about ESO!)

    You are aware that ESO takes place almost a thousand years before Morrowind?

    Not having individual item/weapon properties based upon material types was really a missed opportunity for ZOS when developing the game.

    Tying them to Item Level was a huge mistake, especially when 95% of the active player base already has accumulated 160 CP and thus has no use whatsoever for the lower materials save for making items that their alts will wear for 45 minutes while powerleveling.
