Frenzied Momentum: Increased the damage proc from this set to 10834, up from 9028, to better account for the wind-up period of your Heavy Attacks; its total DPS was lower than other sets when getting multiple procs off cooldown.

I’m guessing players still had a little too much health left when getting hit by this and Zos thought that’s unacceptable.

Just another proc that will create endless threads calling for its nerf after it’s released.

Yeah not sure why they are talking about dps when no one is going to use this for endgame pve.

Would be nice if the team stopped to think for a second instead of just staring at a spreadsheet.

They buffed a set for PVE.

This set will still not be used in anything resembling a meta PVE build.
This set will now be an even stronger proc set in PVP.

Sounds like a normal day in ESO to me.

Another example of spreadsheet balance. It was already a broken af item, now even worst, but hey! now it matches the formula in our google docs spreadsheet. If they are convinced that game design can be simplified with a spreadsheet, there isn't much we can do about it.

Balance is a lost cause, at this point just play with what they give you and move on, is clear that they want a game for casual players so they simplify gameplay by adding proc sets, malacath, nerfing bash weaving dmg, ading cast times to ultimates, etc. A player only clicking left mouse button pays the same money than a player that has been learning/improving in the game for years.

I've had lengthy arguments with players who thought proc sets were not OP, and no matter what they all still somehow understood the game better than whichever dev balanced a PVP burst proc set around its effect on target dummies.

It's a miracle balance isn't even worse than it already is.

Swap Sword-Singer for the new heavy attack proc set. Dizzy swing, heavy attack + 36,491 proc damage and stun, ult with a 10% damage boost, spam execute if they didn’t die in step 2 or 3. Full heavy armor and stack health since damage stats are useless when you can just slap on as many proc sets as you can.
