Is the XP stutter really gone ?

While I was trying things to fix the stutter a couple weeks ago I broke my PC had to reinstall windows and everything else.
SInce I'm on a 60gb/month 4G plan, I haven't reinstalled ESO yet but before I do I'd like to be certain the XP stutter is gone.
So did their fix work ?

I just ran around spellscar a little bit with a levelling character (who was unplayable due to the stuttering), and it was buttery smooth for me. Skill lag was still there though.1 -
