How about just bug fixes

Well game fixes would be good but that's not chapter related. Hmm as for classes I wonder what they could do. Maybe a bard? I know some wanted that and before someone says there is too many classes it is an MMO and it's actually somewhat less on classes compared to a lot of MMOs out there. As for new content hmm depends on what it is if it's something interesting. New weapon types could be cool like spears and such looking from the Morrowind set of skill lines for weapons they had

Axes – Axes, war axes, and battle axes are governed by the axe skill.
Blunt Weapons – Clubs, maces, warhammers, and staves are governed by the blunt weapon skill.
Bows and Arrows – short bows, long bows and arrows are governed by the marksman skill.
Crossbows and Bolts – Are governed by the marksman skill.
Long Blades – Longswords, broadswords, katanas, sabers, claymores, and dai-katanas are governed by the long blade skill.
Short Blades – Daggers, shortswords, tantos, wakizashis are governed by the short blade skill.
Spears – Spears and halberds are governed by the spear skill.
Throwing Weapons – Darts, throwing knives, and throwing stars are governed by the Marksman skill.

I mean don't need to switch out ones we already have or make more but could add in new weapons like spears, crossbows, throwing weapons. Maybe even could go for a unarmed fighting skill line.

Spellcrafting and levitation.

Missing bits of the map like the gap between Northern and Southern Elsweyr and everywhere the map doesn’t join up within existing zones. Among many other things, it’s this avoidance of completing the map properly that indicates to me that we’re now in the ESO wind-down and the designers are just treading water.

You should be able to walk to anywhere except islands and unreleased zones
