There is a set of candles floating in the air above the Western tower of Wooden Hand Outlook in Cyrodiil near the skyshard. I have a screen-shot that I can attach if it would be of any help.

I also recently reported the floating tree in the sky above Cropsford, which has now spawned an in-game religion on our server as pilgrims make there way there each day to pray to the floating tree for victory in battle. Additionally, last night I clipped video of a mammoth North of Winter's Peak Outpost walking across the sky so I'm not sure if the candles have always been there, or if this is part of a larger issue.
