That would be nice.
I tried to get a night time screen shot of the Thieves Oasis, had to wait hours for darkness. Then, once it got dark enough, I had to wait literally 10 minutes staring at the screen waiting for the sand to stop blowing so I could get a clear shot.
I guarantee you the devs had some sort of /sandoff command they used 100% of the time while they were building the zone. And as soon as they finshed it, they turned it back on for us to try and see through to build the rest of it.

One thing I have just thought of though: if it were permanently light then I wouldn't need half as many lights so this would save a lot of furnishing slots.
